Article Abstract:

The evolution of the electricity industry from integrated resource planning and cost-based pricing into competitive commodity trading will create a forward market for price risk management. This will be driven by specialists such as commodity exchanges and regional power pools who will 'offer price discovery services.' Since electricity cannot be stored like gas and demand for it varies, these specialists will increasingly take on the price, operation, credit, market, credit, regulatory and political risks traditionally managed by electric utilities.
