Article Abstract:

Electric utility firms find themselves in a quandary as they are pressed to comply with deadlines set by the EPA dictating that 30% of all vehicle purchases should be for non-petroleum based vehicles. The utilities are apprehensive about the success of long-term plans to develop electric vehicles. They would want their short-term operational decisions to mesh with the long-run industry plan.
