Juggling with Steven's future

Article Abstract:

Section 6 of the Education Act 1980 gives parents the right to choose a school which the local authority must arrange unless there are specific reasons for not doing so, but Avon County Council has refused Steven Cuthbert of Clifton, Bristol a place at Cotham Grammar School, 1/2 a mile from his home. He was offered a place at Ashton Park School, three miles away but the family has no car and the journey would be dangerous on foot. The Cuthberts do not live within Cotham's area of prime responsibility and the school is full. The parents are appearing before an independent appeal committee, meanwhile Steven is being educated at home.
