Should FDA accept COLIPA solar simulator standards?

Article Abstract:

The US Food and Drug Administration should adopt the European Association of Cosmetic, Toiletry and Perfumery Association's Solar Simulator Standard as part of the agency's Sunscreen Final Monograph (SFM). The SFM's current requirement for solar simulators used to determine sunscreen products' SPF has several serious weaknesses.

Metals found in cosmetics can cause granulomas. This article focuses on aluminum, bismuth and boron. The author describes the toxicology, immunology and skin absorption and reactivity of each metal. The article also includes tables with cosmetic ingredient definitions.
