The way in which the decisive rejection of the Constitutional Treaty by voters in France and the Netherlands marks a severe offset is presented. The Treaty is the fifth attempt to reshape the institutional structure of the Union since the year 1985 following the Single European Act, the Maastricht treaty, and the Treaties of Amsterdam and Nice.
