I am writing an essay on decentralization of HR and I think that it is a very complex issue as we don't know where to draw a line between the authority from the Headquarters and the subsidiaries. What authority to give to the people who are now going to be in charge of the HR in the subsidiaries.

Deregulation of state government personnel administration does not have a noticeable effect on the efficiency or economy of state personnel management. The use of discretion results in higher numbers of part-time employees.
