Adarand, Grutter, and Gratz: does affirmative action in federal employment matter?

Article Abstract:

Adarand's impact on affirmative action policy in federal human resources management (HRM) is examined and the importance of Grutter and Gratz to potential policy change is considered. The analysis leads to the conclusion that the constitutional flexibility to use racial, ethnic, and gender goals and timetables to promote diversity in federal employment simply does not make much difference, except possibly for the smallest minority groups.
