BETWEEN DEMOCRACY AND EFFICIENCY: TRENDS IN LOCAL GOVERNMENT REFORM IN THE NETHERLANDS AND GERMANY

Article Abstract:

There have been similarities in the local government reform of Germany and the Netherlands. The Netherlands focused on efficiency in the 1980s and participative government in the 1990s while Germany just reversed the order of these trends in its own local reform movements. Local politicians must also contend with the difficulties of effective management and well planned policies.
