The resolution of the Middle East peace issue lies to some degree on Syrian Pres. Hafez al-Assad's perception of his role in the process. Assad resented having been left out of the reconfiguring of the Middle East after the Gulf War. His cooperation must be sought by including him in the peace process.

The 'defense pact' between Israel and Turkey is being viewed as a threat to the promotion of 'regional peace' in the Middle East. On the other hand, Egypt's fear of a US/Israeli domination will also be detrimental to the pursuit of peace in the region.
