Budgeting procedures and democratic ideals: an evaluation of Swedish reforms

Article Abstract:

This article examines budgetary reforms in the Swedish central government's budget process in 1992 and 1997, which were triggered by imbalances in public finance and which indicate that a political reorientation has occurred. The author asserts that more emphasis has been placed on macroeconomics, long-term budget restrictions, and transparent decision-making; problems in collective fiscal policy decision-making and their relation to democratic values are considered, concluding that tighter fiscal discipline does not have a negative effect on democracy.

Rhetorical objectives and program efficiency in Swedish policy about immigrants

Article Abstract:

The article suggests that discrepancies in the policy objectives and programs of Sweden's immigrant policy are a result of their evaluation in two different contexts. It argues that the differences in the evaluation settings prevented the convergence of policy rhetoric and program efficiency over the years.

Obfuscating retrenchment: Swedish Welfare Policy in the 1990s

Article Abstract:

The argument that explaining welfare retrenchment is a different enterprise from explaining welfare expansion with reference to the cutbacks in thirteen Swedish transfer programs is discussed.
