Bush clears way for weapons dismantlement, security aid

The Bush administration told congress that Belarus, Russia and Ukraine have complied with US conditionsfor financial assistance for dismantling their nuclear arsenals. With this move over $400 million was made available to these countries for weapons dismantlement. The administration stated that it was convinced that the three republics have made clear that they were committed to dismantling weaponry, discontinuing new military programs and creating new nuclear weaponry.

U.S., Russia reach agreement on sale of nuclear weapons material
Article Abstract:
The US has reached an agreement with Russia on the purchase of highly enriched uranium (HEU) which will be sourced from downloaded missiles of Russia. The agreement, which was finalized as part of the Safety, Security and Dismantlement talks, commits the US to the purchase of 500 metric tons of HEU over the next 20 years. The agreement becomes enforceable when Russia, Belarus, Kazakhstan and Ukraine have forged an agreement governing division of the proceeds.

U.S., Russia see limited progress in warhead dismantlement talks
Article Abstract:
The US and Russia have made some progress on secure movement, storage and dismantlement of nuclear warheads but definite plans have not yet been finalized. However, high level sources stated that Russia has made a definite commitment towards the dismantlement of nuclear warheads. Russia is asking the US for technical and financial assistance for their dismantlement programs, and the US has stated that it will provide such assistance.
