China's environmental governance of rapid industrialization

Article Abstract:

China's state-dominated system of industrial pollution control has fallen short in mitigating the environmental impacts of rapid industrialization. In this transformation process the role of China's environmental state has been changing along three parallel lines, namely, modernizing the existing environmental regulatory networks, decentralizing environmental policy and capacity, and including market and civil society actors and institutions in environmental governance.

Article Abstract:

China's position as a global superpower is creating an increasingly important and new role in shaping global environmental politics. In several respects, China appears to be adopting familiar Western model, including the emergence of more progressive environmental policies, expanding environmental capacities, a shift from regulation to governance and an increasing role for civil society.
