Civil service reform

Article Abstract:

Impact and implications of civil service reforms on states and local governments in the United States are examined, considering the disintegrated nature of public human resource management in the United States. A case study of reforms in four states of the United States (Georgia, Florida, New York, and Louisiana) and two local governments (Jefferson Country, Alabama and Chapel Hill, North Carolina) is also presented.

The need for the local governments to become an employer of choice for technical professionals in spite of public sector problems is addressed. The ways to become an employer of choice using the lessons and experiences from the City of Phoenix are suggested.
