Clinton, Congress, and assistance to Russia and the NIS

Article Abstract:

The passing of the bill on an assistance package for Russia and the new independent states (NIS) of the former Soviet Union by the 103rd Congress in 1993 was facilitated by the Clinton administration's success in creating a cooperative relationship with Congress on national security issues. An evaluation of this relationship, can provide insights on how the same relationship can be built with the 104th Congress dominated by Republicans. The administration, in order to achieve its policy goals, must focus on issues of national importance, forge bipartisan alliances that defend US involvement in global affairs and present a strong, public case on its global programs.

Adjustment and reform in Russia

Article Abstract:

An analysis of political and economic reform in Russia is presented. There exists a host of problems which effectively hinder the political-economic transformation of the country. The present administration under Pres Boris Yeltsin has inherited political and administrative institutions which continue to impede the reform process. Continued political instability also serves as a deterrent for much needed foreign investments. Western nations should actively involve themselves to preserve the present political system in Russia.

Lawlessness from above and below: economic radicalism and political institutions

Article Abstract:

The current high-crime situation in Russia provides a context for analyzing the shock therapy recommended by neo-classical economists. The therapy is based on the idea that executives should be granted a degree of freedom from the law to enable economic reforms to go through to create a balanced society. However, the experience of developing countries indicates that this creates an environment of lawlessness. This makes it difficult to establish a balanced social system.
