Creating perverse incentives

Article Abstract:

Russia's economic collapse in Aug 1998 put the country in a worse position than when it embarked on its reform program. Faith in reform amongst the Russian people, and faith in the country amongst outside investors, has plummeted. The responsibility for failure lies with political leaders who failed to erect appropriate institutional structures to protect reform participants, and who repeatedly sacrificed sound economic policy to political gain. External experts, including the International Monetary Fund, also failed Russia by providing inappropriate advice.

Beyond shock therapy

Article Abstract:

Russia's plans of economic restructuring have gone haywire due to the failure of the government to control the inflation rate. The dithering on the continuation of economic reforms may prove fatal for the policymakers. They seem to be uncomfortable in their new democratic setting in which consensus-building is painstakingly slow. Factory managers unfamiliar with the task of making economic decisions that so far had been the state's responsibility, reacted negatively to the reforms.

Beyond Mobutu: Kabila and the Congo

Article Abstract:

President Laurent Kabila and his revolutionary Alliance des Forces Democratiques pour la Liberation du Congo party have no clear direction in future leadership now that they have overthrown dictator Mobutu Sese Seko. Kabila faces a growing pressure to democratize the political system and improve economic wealth. Democratization in Congo can only be achieved in the long-term under the guidance of a determined leadership party.
