Lacking power and authority

Article Abstract:

This article discusses the implications of the divisions in the US Congress after the 2000 elections, asserting that the fragility of the Republican control should be acknowledged by the party and the president. The ability of the new administration, the author believes, may be hampered by the litigious nature of the victory, this should encourage conciliatory efforts at bipartisanship. The questionable margin of the Florida re-count is also addressed, noting that a similar margin would have produced negative State Department commentary had it occurred in a United Nations supervised election in a developing country, and that many counties in the US still adhere to pre-1965 segregationist policies at the ballots, highlighting the need for electoral reform.

The case for shared sovereignty

Article Abstract:

Countries, which are not good as regards some aspects of their governance, could be benefited by agreeing to share portions of their sovereignty with external actors. The leaders of today's powerful democratic states have a large stake in promoting better governance in failed, failing and post conflict countries.
