Dealing with the dispossessed

Article Abstract:

Civil authority in Albania has collapsed because of the economic failure of the country's investment companies and the rigged 1996 parliamentary elections in which President Sali Berisha's Democratic Party won handily, but alienated most of the nation. A new government should be formed that is based on fair parliamentary and presidential elections, which will require international monitoring. The international community should offer foreign aid that is linked with the country's progress toward democracy, encourage cooperation among Albania's political factions and take Albanian issues seriously.

Article Abstract:

The world superpowers on their parts have been waiting for opportunities from the war struck Balkan States to increase memberships of international organisations such as NATO and the European Union. It is a common belief in the region problems are often best solved through strategies of force.
