Decentralisation and recentralisation in the historical development of the local government system of Zimbabwe

Article Abstract:

A synopsis of the development of Zimbabwe's local government system from the colonial to the post-colonial era is presented. The inherent contradiction between the largely territorial goals or ends of post-colonial local government transformation and the continuing functional orientation of local government structures, inherited from colonialism, is regarded as retarding the full evolution of the local government system. This contradiction is described as decentralization and recentralization.

Budgeting the work force: influences, elements, disclosure strategies, and roles

Article Abstract:

An analysis of work force budgeting is presented. The analysis focuseson influences and elements of work force budgeting, disclosure of choice actions and tension removal in fiscal oversights. It is shown that managers arerequired to organiza human resources for public goods and services production. Thus, service delivery goals are a primary consideration of work force budgets.
