Democracy and effectiveness

Article Abstract:

The need of civilian agencies dedicated to protecting national security through intelligence communities is a challenge facing established as well as new democracies worldwide. The intelligence communities of the democratic should be so reformed that they would be not only be more 'democracy-friendly', but also more effective at its core mission to protect the nation from actual and potential enemies, who would typically seek to hide the truth about their own intentions and capabilities.

The assault on democracy assistance

Article Abstract:

Authoritarians are stepping up their offensive against democracy promotion, and democracy-assistance organizations will have to meet the challenge. The legal and extralegal measures adopted by regimes determined to stymie democracy assistance range from constraints to cooptation, from coercion to closure and many states openly repress independent NGOs and other organizations representing an autonomous civil society.

Russia's failure

Article Abstract:

The role of Soviet intelligence agency in today's Russian political system is discussed. The influx of intelligence and military officers into other areas of the executive branch of the Russian democracy is one of the main reasons for the failure of Russia to develop a well-institutionalized democratic political system.
