Dividing the spoils

Article Abstract:

The October 2006 presidential election in Brazil is a milestone for democracy in the country, marking 22 years of civilian regime, but the election is likely to generate more cynicism than hope. President Luis Inacio 'Lula' da Silva is poised to win a reelection, but the prospects for meaningful political change are murky and, unlike his last victory, his next victory would be marking the conduct of business as usual for the division of the political system's spoils.

Issues related to the development of democracy in Latin America are examined, focusing on the impact poverty and population trends have on the chances of democracy throughout the continent. Topics include a 36% poverty rate and 21st-century implications of the fact that about 33% of Latin Americans are under 15 years of age.
