GATT and the Trade Policy Review Mechanism: further reflections on earlier reflections

Article Abstract:

Asif Qureshi's review of the Trade Policy Review Mechanism (TPRM) system of GATT is misguided in its focus. He chose to analyze only one of over 30 trade bloc agreements considered thus far and failed to recognize that the TPRM was constructed as an experimental, evolving system. His insistence on viewing the matter from a legal perspective ignores the mechanism's original goal to avoid legal arguments by addressing the issue on a case-by-case basis, thereby gaining wider international support. The legal aspects of the measure can only be dealt with by each country on its own legal terms, and a multilateral tribunal is therefore not necessary.

Regulation of international banking: a review of issues

Article Abstract:

The lack of sufficient regulation of international banking has become a visible issue in light of the ongoing debt crisis in developing countries, the closure of the Bank of Credit and Commerce International and industry innovations. The preference has been for market-based controls but more interest is occurring in coordination of regulation. However, the international cooperation and professional consensus necessary to implement such a system may be lacking.
