MPA and CPM programs: competitors or complements in public service management education?

Article Abstract:

Masters of public administration (MPA) and certified public manager (CPM) programs both aim to further public service education but differ in terms of target audience, approaches to instructional delivery, economic costs, workload requirements, time costs and external rewards. A study on MPA and CPM programs show that the two are potential competitors for public service education, with CPM programs having substantial competitive advantages over MPA programs. Nevertheless, it is also shown that CPM programs can be a good complement to the MPA programs in public service education.

Speaking out: perceptions of women managers in the public service

Article Abstract:

Women have long been a minority when it comes to holding management positions in all levels of government. This phenomenon can be attributed to the lack of women officials qualified for advancement, organizational barriers that prevent the advancement of women and societal factors that impede women's upward mobility. However, many women still believe that the existence of these conditions do not preclude their advancement.

Hispanics in the senior executive service: continuity and change in the decade 1980-1990

Article Abstract:

A study was conducted in 1990 to follow up a 1980 survey of attitudinal characteristics of Hispanics in the federal senior executive service (SES). It was found that no aggressive recruitment of Hispanics to the SES is currently pursued, and this seems to reflect little concern for minority recruitment as a whole. Lastly, there seems to be less dissatisfaction leading to departure from the SES in 1990 than in 1980.
