'Go slow': the people speak on missile defense

Article Abstract:

It will be difficult for the Clinton administration to take action on some important issues in 2000, as it is an election year. This could prompt Clinton to make the disastrous decision to deploy a national missile defense (NMD) and abandon the 1972 Anti-Ballistic Missile Treaty if it proves impossible to reach an agreement with Russian on treaty changes. It is quite likely that the Republican presidential candidate will use hesitation on NMD against the Democrats. This may mean that Clinton feels he must support deployment simply to protect the Democratic presidential candidate. Ordinary Americans are not strongly in favour of missile defenses, and recognizing this could make it easier for Clinton to delay a deployment decision.
