The fourth BWC review conference: an important step forward

Article Abstract:

The Biological Weapons Convention held its fourth review conference in Geneva, Switzerland from Nov 25 to Dec 6, 1996. The conference was aimed at assessing the operation of the convention with particular emphasis on addressing the international body's lack of effective verification measures regarding international arms non-proliferation efforts. The conference tackled the important issue of the growing threat of biological warfare arising from the fields of biology, particularly molecular biology.

An Ad Hoc Group of Government Experts led by Tibor Toth is drafting a protocol to strengthen the Biological Weapons Convention. The protocol focuses on three issues: mandatory declarations, follow-up procedures and non-compliance investigations.
