Government study commissions and County home rule

Article Abstract:

The controversy of home rule is that it invariably involves restructuring and additional grants of authority. The charter writing process and the behavior of commission members are studied from the case study of Allegheny County, Pittsburgh, which in its efforts to obtain home rule involved both elected and appointed commissions. The framework shows that the method of selection of the government study commissions (GSC) and the charter writing process were significant factors in the success of the home rule in Allegheny County.
