How much political power do economic forces have? Conflicts over social insurance reform in Brazil

Article Abstract:

The failure of neoliberal social insurance reform in Brazil exposes the limited political influence of seemingly powerful economic forces. Sociopolitical fragmentation hinders the Brazilian government's efforts to reduce severe fiscal problems by revamping social insurance. The fragmentation is the result of Brazil's power-dispersing constitutional structure, the infra-constitutional organization of the Brazilian state and autonomous state action.

Modernizing military organizations and political control in Central Europe

Article Abstract:

The modernization of Central European military organizations is discussed. Political leaders intend to create smaller, highly trained forces with support systems and sophisticated weapons as part of the modernization process. However, it is argued that military modernization under the political and organizational climate inherent in Central European countries will undermine civilian policy during times of crisis.
