Inside perceptions of public policy making in France: preliminary analysis

Article Abstract:

A study was conducted to determine the opinions of French officials on public policy making in the country's Fifth Republic. Results showed that the executives, the president and the prime minister were the major proponents of public policy formulation in France. The National Assembly was also found to have a strong influence over the ratification of public policies while the Senate, which leans more towards the opposition, was found to have lesser clout over public policies.

Ethics and public policy: an analysis of a research tradition

Article Abstract:

Creation of public policy requires moral decisions. Research was conducted to define the scope of the study of ethics. The study revealed contradicting views in ethics' policy research and management and shows that ethics research is characterized by lack of objectivity, order and coherence in its literature. There is a need, therefore, to systematize the research, define the standards and clarify the methods of the study to which ethics influence government decisions.

An agency ethics audit

Article Abstract:

A model agency ethics audit is presented for evaluating current practice, problems and potentials. It is designed to profile an agency's strengths and weaknesses, to produce an action agenda in a format suitable for periodic review and to assess the agency as an ethical environment. In less formal agencies, it can function as an audit manual while in more regulated environments, it can serve as a diagnostic tool or vulnerability checklist.
