Making reform an event

Article Abstract:

UN Secretary General Kofi Annan is working to produce the structural and financial reforms demanded by the US and other heavy UN contributors. The combination of Annan's appointment and President Clinton's reelection make the outlook for UN reform more positive than in the past. Annan plans to issue his initial reform program during Jul 1997. He will concentrate first upon changes in UN management. He plans to cut the budget by $123 million for 1998-1999, lower UN administrative costs from 38% to 25% of the total budget and slash 1,000 jobs. He also wants to discuss expanding the Security Council.

Reform of the United Nations?

Article Abstract:

Demand for reform of the United Nations has coincided with circumstances favorable to organizational change. The end of the Cold War, the fall of the Soviet Union, the election of a new Secretary-General and several urgent global problems may make for actual changes in the organization's charter and the makeup of the Security Council. Some reforms being considered are elimination of the Security Council veto; clarifying the UN's rights in supranational affairs such as disaster relief, fighting disease and environmental problems; and allowing smaller nations greater participation in leadership.

Seeking seats, votes and vetoes

Article Abstract:

The Open-Ended Working Group reviewing reform of the United Nation's Security Council is working on a proposal to add new members to the Council. For the first four years the Group functioned on a consensus basis, but has now moved to finding a solution that will be approved by two-thirds of the UN members. The size of the Council, whether new permanent members will have veto power, and if rotating regional seats will be created are still being debated.
