The promise of expertise: Walter Lippmann and the policy sciences

Article Abstract:

Walter Lippmann recognized the discipline of economics as being crucial in highlighting policy issues. Lippmann believed that social elites should be informed about the policy needs by non-governmental research organizations. His vision for policy analysts in the employ of these critical non-governmental research organizations was predicated upon proper training that entailed a concentration in economics. Lippmann acted as a mediator between policy experts, the government and elites in his role of journalist.

Competing paradigms in policy discourse: the case of international human rights

Article Abstract:

The article analyzes human rights discourse as understood by Canadian government officials and Canada-based non-governmental organizations (NGO) with emphasis on the UN human rights process. The competing paradigms are compared on the basis of five-fold classifications: process, objectives, scope, evidence and action strategies. The issue of NGO-government cooperation is also discussed.
