The Commonwealth's purpose must be decided at the 1997 Commonwealth Heads of Government Meeting (CHOGM) in Edinburgh, Scotland. Britain wants to focus on economic issues at the summit, but politics are likely to be discussed as well. The members of the Commonwealth must determine if the organization will focus on their mutual interests or shared values. The Commonwealth is not simply a loose federation of distinct countries but an organization that brings international respect to its members.
