Multilateral Environmental Agreements (MEAs) and WTO Rules: Why the "Burden of Accommodation" Should Shift to MEAs

Article Abstract:

The "burden of accommodation" should be shifted onto multilateral environmental agreements (MEA). The parties to MEAs should be able to prove to the World Trade Organization that there is a reason to intervene in a market and that trade measures are the best way in which to do so.

Research is presented concerning the importance which will be given to environmental matters during the next World Trade Organization negotiations. The example given by the Treaty establishing the European Community is discussed.
