Organizational meanings of program evaluation

Article Abstract:

Program evaluation must be seen as an organizational process that is inherently organizational and oriented toward organizational relationships. The form of evaluation reflects the understanding of the organization to which it purports. Evaluation is likely to focus on productivity and strengthen central control to the extent the organization is seen as coherent, instrumental and hierarchical unit. If the organization is perceived as a complex, diversified and interactive identity, the evaluation will probably focus on process and facilitating negotiation among shareholders.

Renovations and innovations in program evaluation: the Arizona experience and its potential for more widespread applicability

Article Abstract:

The primary advantages from a nontraditional approach in Arizona are that outcomes are assessed, needed program changes are determined and overlap in service delivery systems is examined while maintaing resources neutral. Moreover, state legislatures assure consideration of evaluation findings in budgetary procedures. Combines together, these benefits indicate that nontraditional evaluation approaches may have efficient applications if it will conform to the expected forms of utilization.

Improving the council's evaluation of the city manager: three alternative methods

Article Abstract:

Methods used by the local councils of Medford, OR, Mansfield, CT, and Normal, IL, to evaluate the performance of city managers are analyzed. Findings indicate that no single manager-evaluation method is the best, that certain general features can improve the chances of evaluation success, and that a pattern of cooperative council-manager relations can be helpful.
