Paraguay: the coup that didn't happen

Article Abstract:

The efforts of the global community, the Organization of American States, the military and the public helped avert a coup in Paraguay in April 1996. The army commander's refusal to step down following a presidential decree precipitated a constitutional crisis which threatened the state's democratic fabric. The global community supported the legitimacy of Paraguay's constitutional authority by calling for General Lino Cesar Oviedo's temporary resignation. The controversial offer of the Ministry of Defense to the General was withdrawn, forcing his resignation and an end to the threat.

Problems of success in Chile

Article Abstract:

Chile's new Socialist president Michelle Bachelet successfully portrayed herself as a candidate of renewal and change and promised to address issues such as inequality, education, health care and crime. While she will seeks to maintain the country's socioeconomic progress, the real challenge facing her and Chile's political elites is to make parties more inclusive while safeguarding their essential role as instruments of democratic governance.

Latin American Presidencies interrupted

Article Abstract:

Over the last two decades, Latin America has seen more than a dozen presidencies come to a premature end and in the past, militaries were at the heart of the problem. Latin American democracy no longer faces threats from the U.S.-supported local elites that fear any reform movement as a possible Soviet front.
