Participatory strategies in quality improvement programs

Article Abstract:

Participatory management has been found to play an important role in the implementation and continuity of quality service improvement programs. The study reveals that limited employee participation in managerial decisions is important in the implementation of new systems and procedures while direct and broad employee participation is important in the continuity of service improvement programs. The study also reveals that managerial reforms cannot be coupled with direct participation.

The times they are a changing: implications of workplace changes for the development of selection examinations

Article Abstract:

Technological changes dictate that public administration alter their personnel selection methods and criteria to ensure that qualified personnel are chosen to perform flexible, nonroutine tasks. The civil service system needs to be revamped from its existing clerical-oriented style into one that emphasizes professional and technical skills. For instance, admission tests should be reviewed for their effectiveness and positions may have to be recategorized.

Quality measurement in Spanish municipalities: transferring private sector experiences

Article Abstract:

Measurements used to assess quality service improvement programs implemented by Spanish local governments are dependent on the issues relating to who does the measurements and how the measurements are taken and interpreted. The study reveals that private sector experiences with regards to service quality measurements may be effectively implemented in the public sector by inviting the citizens to participate.
