The provisional regulations are made for the way to divide and share the 1985 budgetary revenues of the central government and the provinces, autonomous regions, and municipalities directly under central jurisdiction. This is done on the basis of the revised draft of 2005's fiscal management regime discussed by the national meeting on finances.
