Public administration in transformation

Article Abstract:

Public administration is significantly and rapidly transformed locally, regionally, statewide, federalwide, and worldwide. The transformations are happening in the nature of governance and the direction of change. The establishment of institutional reforms, the redefining of institutional-cultural linkages as well as organizational authority and boundaries are results of such institutional changes. More competitive public administration skills are needed to remain a player in the global marketplace, where public organizations have been increasingly venturing.

Reinventing government: the Gore vision and the Australian reality

Article Abstract:

Any resistance to change must be eliminated for reform to be effective. This is the lesson that US reformers need to learn from the Australian experience. However, breaking down resistance requires time, political reform commitment and competent public managers who can adroitly manage change. Essentially, public managers must promote a culture that emphasizes guidelines, change and performance accountability, instead of one that encourages adherence to rules, order, stability and input controls.

Flexible performance strategies: responding to change

Article Abstract:

Public administration has become more complicated as the demands of automation, computerization and changed rules and structures call for emphasis on competencies and ad hoc skills rather than fixed task orientation. This phenomenon of increased expectations becomes a problem when coupled with dwindling resources. In this case, the importance of strategic planning is difficult to overemphasize.
