Real defense cuts - and the real defense issues

Article Abstract:

The end of the cold war has given the US an opportunity to reduce defense expenditure. However, the question remains on howto go about downsizing the military. Any program geared towards cutting the size of the armed forces should not be done haphazardly but by taking into account the actual threats the US still faces or may face in the future and thekind of force needed to meet such threats. Weapons programs which were designedto fight threats which no longer exist must be discontinued.
