Reducing the nuclear dangers from the former Soviet Union

Article Abstract:

The breakup of the USSR, with its vast stockpile of nuclear weapons, has aggravated the risk of nuclear proliferation. The dissolution of the former Soviet command and control system increases the possibility of nuclear weapons or weapons technology being transferred outside the region. To prevent these, the US must help ensure that control of the former Soviet nuclear arsenal remain with Russia alone. Similarly, Commonwealth of Independent States' members should be made to abide with arms control and non-proliferation obligations entered into by the former USSR.

Arms control adrift?: Prospects for 1999

Article Abstract:

The Arms Control Association (ACA) presented a panel discussion on arms control issues faced by the Clinton administration in 1999. Panelist Spurgeon M. Keeney Jr. ACA president and executive director, spoke briefly on strategic arms and touched on the ABM Treaty. John B Rhinelander, ACA vice-chairman focused on ballistic missile defense and the ABM Treaty, and a question and answer session covered issues such as a new START III negotiation.
