Natural processes follow their own speed limits. Any increase is likely to be bad news, such as cancer. Man, however, worships speed and has accorded the greatest prestige to those who emphasize speed. There is danger that this group, having power over world time, will create world tyrants.

Issues are presented concerning the effect of military incursions into the politics of African countries in the 1960s and 1970s. The importance of democracy for the economic development of Africa is discussed.
