A talk by Jiang Zemin at the Symposium Commemorating the Seventy-fifth Anniversary of the Founding of the Communist Party on June 21, 1996, stressed the importance of encouraging the development of a contingent of well qualified cadres. Topics include the basic requirements, the cadres' study, practical training, selection and appointment, ways to strengthen leading bodies, and fostering fine young cadres.
