Teach both the "useful" and the "ornamental." (response to article by Brack Brown in this issue, p. 963)(Special Issue on Public Policy and Administration: The Minnowbrook Perspective, part 2)

Article Abstract:

There is a need to develop a curriculum for public administration that integrates both liberal and applied subjects. This will ensure a better training for public administration practitioners that they may be better able to meet the growing challenges in the field. The nursing profession is also faced with such a dilemma. Strong theoretical and philosophical statements regarding the field's major areas are needed to defend the field in the competition for scarce resources in the academe and the workplace.

Public accountability in Malaysia: challenges and critical concerns

Article Abstract:

Government bureaucracy in Malaysia has faced public criticism on grounds of inefficiency, corruption, and failure to guard public interests. A study is presented to examine and analyze the various approaches taken up currently to combating corruption and accountability in the Malaysian public service. It particularly focuses on the limitations and constraints of the institutional mechanisms in keeping public bureaucracy under surveillance and control.

Government contracting and procurement: a critical process for both the public and private sectors

Article Abstract:

Modifications of the public procurement system will dispel the negative image incurred by poor management techniques. Outsourcing is one means by which the government can improve public procurement. This will not only relieve the government of political and financial pressures but will increase reliance on the public sector. Moreover, it will improve relations with and encourage small business and minority-owned companies.
