The Role of GATT in the management of trade blocs: an enforcement perspective

Article Abstract:

The existence of trade blocs poses special management problems for GATT countries, and needs to be addressed in a more definitive fashion. There must be a more structured set of guidelines on this issue if the international trading order is to be multilateral. Because of interests which may arise due to trade blocs, it is likely that more powerful countries will be able to exert an undue amount of influence on trade contract policy unless the issue is addressed more directly in GATT. Article XXIV and suggested changes in GATT policy are discussed.

Some reflections on the GATT TPRM, in the light of the trade policy review of the European Communities: a legal perspective

Article Abstract:

The Trade Policy Review Mechanism of GATT has been used on several countries and most recently the EC. The EC is a good subject because of the size and complexity of the relationships of the various member states. An analysis of the TPRM review of the EC indicated areas where the process could be improved including enhanced powers to collect data, use of wider sources of data, more timely completion, increased use of neutral expertise, removal of extraneous political material and more timely follow-up.
