The Treasury as the Central Department of Government, 1919-1939

Article Abstract:

The history of the Treasury of Great Britain from 1919 to 1939 is told. The efforts of Sir Warren Fisher, Permanent Secretary of the Treasury during that period, to make the Treasury Department the dominant agency of the government are described. The Treasury's attempts to balance the budget and control expenditures are examined. Roles played by various persons are described. There is an account of government finances in those years. Policy conflicts between different government departments are recorded. The loss of control by the Treasury Department at the onset of World War II is described.

Planning, Water Supplies and Ministerial Power in Great Britain

Article Abstract:

This is an account of the water industry in Great Britain between the two World Wars. Actions and attitudes in Parliament and the Prime Ministry are examined. Attempts at reform are generally unsuccessful. The close relationship between water reform and property rights are revealed. There are three time phases to the period covered. Lack of a single body of authority with sufficient power accounts for the poor progress of water reform during the era.

The intellectual crisis in British public administration: is public management the problem or the solution?

Article Abstract:

UK public administration has been replaced by 'new public management' which threaten the ideological essence of the old paradigm. The shift of public administration from normalcy to crisis was driven by policies that promoted markets and public sector competition. Aside from the scientific threat of public management, new public management and public management have promoted the belief that the public administration paradigm is in crisis.
