The best chance for peace in Bosnia

Article Abstract:

The peace accord on Bosnia reached in Dayton, OH is an important achievement that promises at least a period of peace, but rebuilding a stable nation will take more time and commitment. The agreement distinctly separates the military aspects from all others, which may make it impossible to achieve its non-military goals. Europe's moral stature and cohesion, were badly hurt by the war and its failed efforts at resolution. Bosnia badly weakened the moral dimension of Western security policies.

Ties that bind

Article Abstract:

The severity of human rights violations in Serbia should not come as a surprise given the area's previous history. Failure to recognize history repeating itself has impaired Western strategy in confronting Serbian leader Slobodan Milosevic. Nation-building must be undertaken in Kosovo, Albania, Macedonia and Montenegro or peace will not materialize at the end of the most recent war.
