The future of U.S. nuclear weapons policy

Article Abstract:

The speech delivered by the William F. Burns, former director of the Arms Control and Disarmament Agency, during the 1997 annual dinner of the Arms Control Assn is presented. Titled 'The Future of US Nuclear Weapons Policy,' Burns evaluated the progress of arms control in the US and shared his predictions of the future based on this assessment. He also stressed that the only threat to US' national security will arise from nation-states which have no restraints in their use of nuclear weapons.

Article Abstract:

The Strategic Arms Reduction Treaty (START II) specifies that the US and Russia may deploy only 3,000 to 3,500 strategic nuclear warheads each by the year 2003. The deadline may be moved to the year 2000 if the US finances the destruction and elimination of Russian nuclear weaponry. The accord also bans the use of multiple warheads and the destrcution of Russian SS-18s. START II also provides a framework for downloading and recylcing or elimination of warheads from a missile.
