The next step in strategic arms control

Article Abstract:

New agreements, signed Sep 26 1997, may allow the US and Russia to ratify amendments to the 1972 Anti-Ballistic Missile (ABM) Treaty, and Russia to ratify START II. START II amendments address the Russian Duma's concerns about the elimination of multiple-warhead missiles, which would have meant Russia had to construct single-warhead missiles by 2003 to achieve parity with the US. The new agreements mean that Russia will have a longer period in which to eliminate its land-based multiple-warhead missiles, but both countries will have to deactivate other destabilizing missiles before 2004.

Arms Control Association (ACA) panelists believe that the government's decision regarding the arms control treaty and the Chemical Weapons Convention will determine the future of arms control measures. ACA panelists feel that the Chechnyan conflict has important ramifications on the future of arms control measures and involves the maintenance of security of other countries.
