The secretary-general's representatives

Article Abstract:

With the ever increasing role of the U.N. in peacekeeping operations, the need for special representatives who could be sent to distant lands to dispel crises is even more urgent for U.N. Secretary-Generals Boutros Boutros Ghali. These emissaries head the peacekeeping forces as well as performing observation, counseling and reporting tasks which are vital for peacekeeping operations. At present the U.N. is facing a scarcity of these envoys. The scarcity of these envoys is heightened by the fact that the prototypal statesman lacks the capabilities for the tasks facing the Secretary-General's ambassador.

The other lesson of Rwanda: mediators sometimes do more damage than good

Article Abstract:

Rwanda's 1994 genocide shows the consequences of pressuring contending parties to sign a peace accord without adequate international preparation for peace enforcement. Rwandan extremists and the Rwandan President were pressured to enforce peace as per the Arusha accords in the absence of adequate international peacekeeping forces and resources. International mediators should use their leverage with extreme caution in the management of international conflicts. Rwanda's demographics and political dynamics are discussed.

Will Belgrade cooperate with the Hague

Article Abstract:

The United Nations prosecutor Carla Del Ponte believes that Belgrade, Yugoslavia, will not comply with the requests from the Hague,the Netherlands. Del Ponte believes it is important for Western leaders to follow up on their promises so as to set an example to other dictators.
