Despite a US intelligence report to Congress confirming North Korean exports of missile gear to Syria and expertise to Iran, the US resumed nonproliferation and anti-terrorism negotiations with Pyongyang in July 2000.

US diplomats are trying to ascertain whether Kim-Jong Il was serious when he mentioned trading North Korea's ballistic missile development for assistance with satellite launching to Russian President Vladimir Putin in July 2000.

Albright visits North Korea: progress made on missile front

Article Abstract:

Sec. of State Albright, the highest-ranked US official ever to visit North Korea, won a pledge from Kim Jong Il to stop testing the Taepo Dong-1 missile, and a retiteration of Kim's statement to Vladimir Putin that North Korea seeks international assistance to use its missiles to launch satellites, not weapons.
