No Arctic Waste

Article Abstract:

The administrator of a small town in Alaska invested the state's development loan in a high-yielding certificate of deposit (CD) until needed. By mid 1983 the money had earned $10 million. In order to prevent future city governments from spending the $10 million, the city voted to keep the money in an investment fund, to be spent only after a city referendum. Fermin 'Rocky' Gutierrez is the administrator who devised this plan in response to the growing need for Alaskan cities to exercise more spending controls. Even with the $10 million Sitka has many financial needs for area projects.

Article Abstract:

An ex-serviceman recounts his encounter with a black army sergeant who had deserted the army in protest against its use of inhuman practices during the Vietnam War. He recollects the various experiences during the night encounter including the confrontation with the Customs department and recalls the risks involved to himself if the deserter had been identified by government spies. He views the painful story of the anti-war protester in Ithaca as an apt description of a time beyond safety.
