Vulnerable continent or security community: Western Europe in the twenty-first century

Article Abstract:

Europe currently faces few territorial threats but it must go beyond the Deutschian security community and forge common approaches and policies to remain secure in the 21st century. The continent is industrially rich but energy-poor, making a united policy toward energy sources imperative. Russia could evolve in dangerous ways in coming decades, making military potential necessary. The importance of, and likely procrastination regarding, a Common Foreign and Security Policy are discussed.

Article Abstract:

This article discusses the reformation of the German army, including a reduction in forces and a reevaluation of their external function. German military has been largely equipped for defence and organizationally out of sync with its allies' armed forces; terms and conditions have been restructured for conscription; and an increase in readily deployable troops and equipment has been planned to be in compliance with NATO.

Facing realities in Kosovo

Article Abstract:

The latest round of NATO negotiations with Yugoslav president Slobodan Milosovic has resulted in an agreement allowing 2,000 Organization for Security and Cooperation in Europe members to monitor activities in Kosovo. Far from a resolution, this settlement simply buys the West time to consider issues of Kosovo independence and military action, which pose continuous challenges to the stability of the region.
